In Iowa during the first half of the year two patrol planes were active, but since July four have been used to check traffic state wide. Spotter pilots time vehicles with stop watches and convert the results to speeds using charts. Assistant patrol chief James Machholz says many violators caught would have escaped under normal patrol methods. The Iowa highway commission announced a five year construction program for primary and interstate routes, using project priorities within funding limits. The plan includes resurfacing widened pavements and adopts a sufficiency rating system evaluating structural adequacy safety and service. The legislature requires annual review and incremental expansion of the program. Total enrollment in Iowa public schools for the 1959-60 year is 567 253, up 2.4 percent from the prior year. Of these, 429 009 are enrolled from kindergarten onward.
The Iowa school system shows gains in elementary and high school enrollments amid district reorganizations. Elementary enrollment rose by 19,811 to 11,958,459 while high school enrollment increased by 602 in districts with high schools. Non high school districts saw a 7,283 drop. Total instructional staff rose by 518 to 27,755. Public districts fell from 2,779 to 2,053, a 727 decrease. High school districts with 500-plus pupils grew from 254 to 293. One teacher schools in non-high districts dropped from 1,117 to 187. Enrollment at 16 junior colleges climbed to 2,014 full-time students. John M. Henry named Republican State Committee publicity director, leaving Des Moines Register and Tribune after 16 years. begins March 1 after leave.
