Democratic talk and race prospects under gubernatorial glare
Mitchell may enter the race if Valentine stays on the sidelines, avoiding a hot primary and saving party strength for the November campaign. Kraschel's 1940 withdrawal looms as a warning that a primary fight is unlikely. The 1941 legislature boosted the board of control budget by 49,593 for 1941-43 to care for 14,426 inmates across 150 state institutions, but war and defense may necessitate cuts and higher food and coal costs threaten sufficiency.
