Iowa Supreme Question Lingers Over Speaker Signatures
In Des Moines the Cosson red light law faced debate as Gov. Carroll approved it despite the absence of signatures from Speaker Feely and President of the Senate. Attorney General Byers argued constitutionally the sign-off is directional, not mandatory, while others note differences across states. The issue may reach the state’s high court for resolution.

Rate Advance 15 Up Means 340 Million A Year
Interstate Commerce Commission must decide if a five percent freight rate rise east of the Mississippi and north of the Ohio and Potomac is reasonable. If approved, railroads would gain about 40 million dollars annually, affecting 40 million people. The issue traces 1910 rate increases, government action, and ongoing Alaska railroad legislation plus labor provisions in the sundry civil bill.
