Recommends Out For Highway Appropriation

Figures from the Bureau of Public Roads show total federal highway expenditures at 1.203 billion over four years ending June 30 1987 with 1.217 billion in federal road related taxes. Net balance appears, after small oil tax adjustments, though WPA spending during 2 years ending June 30 1987 exceeds a billion. The president proposes a next-year highway cut to 140 million, with prior WPA work aiding farm-to-market roads in Iowa’s Fourth District. The speech also notes trade talks with Britain and colonies, neutrality embargo proposals, and non-recognition doctrine discussion, amid public response nationwide.
