Elgin urged to pursue City Hall and utilities in 1906
The article advocates for Elgin Iowa to invest in a City Hall, electric light and water works, arguing the town is wealthy enough to fund improvements without debt. It envisions repurposing the old United Brethren church as a town hall with a jail, promoting a lighting venture and water works for fire protection and cleaner streets, while noting the city’s incorporation and lack of bonds. It also reports local incidents, a 1908 Des Moines assembly outlook, and a human-interest note on J A Graver family history.
