Medicare amendments expand patient billing and coverage

The Johnson era Medicare updates remove prior bill submission barriers for beneficiaries. Beginning Jan 1 1968 patients may send itemized bills with payment requests even before paying doctors, with doctors’ forms usable as itemized bills. Hospital days covered rise to 60 lifetime reserve days, with Medicare paying all but $20 daily during those days. Non-covered hospitals may receive partial payment if standards are met, and emergency provisions protected many before full participation. Beginning Apr 1 1968 Medicare medical insurance pays full reasonable charges for radiologists and pathologists when inpatient, plus expanded coverage for X rays and labs in inpatients and extended care facilities. Physical therapy payments are broadened under medical insurance, including home therapy.
