Water Works Ordinance Governing Elgin Iowa Rates Rules
Elgin Iowa town council adopts ordinance governing water service. Applicants must file with water works committee and sign a contract before taps, with fees for each tap and all piping expenses borne by the consumer. Regulations cover excavation safety, pipe testing, trench backfill, curb boxes, hydrants, and meters. Violations carry fines up to 100 dollars. Water rents billed quarterly from January, with shutoff for nonpayment. The ordinance sets detailed tap sizes, pipe standards, and restoration of streets after work. Passed February 9 1921 and published February 10 1921.
