Opposition grows to Iowa secondary roads plan
Iowa lawmakers debated funding for secondary roads with 16 percent of motor vehicle funds slated to shift from primary roads. Northwest legislators opposed the scheme as primary roads near completion. The welfare board fight also stalled as debates centered on pension funding methods and the use of trained social workers versus Iowa's existing rating system. Former Governor Kraschel defended clemency powers before the senate judiciary committee, urging two new parole laws as potential action.
