Iowa Forms Panel To Study State Road Problems

A 1959 Iowa General Assembly action led to an 11 member panel employing the Automotive Safety Foundation and the Public Administration Service to analyze road and street needs. They report it will take about 6.8 billion dollars to modernize Iowa's 112 000 mile system, with local county roads carrying less than five percent of total traffic.

Sweeping changes urged by Automotive Safety Foundation

The Automotive Safety Foundation calls for major reforms to state and local road systems. Proposals include capping state primary mileage at 1,400 to 1,600 miles, transferring 1,300 miles of minor roads to counties, creating a 2,000 mile rural urban freeway system, and granting the state highway commission mandatory responsibility for primary roads in cities. The farm to market system would shrink to about 32,000 miles, then 12,000 miles become county trunk roads with county feeders. Municipal streets would total about 1,080 miles, with primary routes about 660 miles chosen by the commission and coordinated municipal arterials. A law would cap combined primaries and arterials at 30 percent of total street mileage in any municipality.
