Germany's Democracy Question as Germany's Politics
The Elkader Register and Argus reprint an analysis arguing Germany is not democratic as the Kaiser wields unchecked power. It contrasts presidential authority by popular vote with the Kaiser's hereditary rule and Prussia's undemocratic electoral system, noting Reichstag limits and non elected Bundesrat control, while praising efficiency but denying democratic parity with the United States. The piece cites precise details of Prussian electors, district sizes, and the lack of Reichstag budget control.
