Utility Lobby Battles Municipal Power Push in Rural Towns

In Washington the powerful utility lobby stalls regional authority bills while towns shift to municipal electric systems. Since 1945 US towns with public utilities rose to 3,371, including 2,827 towns under 5,000 population. REA cooperatives expand with $50 million in federal support, and more than 600 rural co-ops operate outside towns. Municipal ownership shows lower taxes and electric rates, spurring broader use of electricity. The Tennessee Valley Authority faces criticism, yet private utilities curtail rates to compete and sometimes show higher net earnings.
