ITS Instructor Loses Pay Raise Appeal

Leon Anderson a 27 year old instructor at the Iowa Training School for Boys in Eldora has had a merit pay increase denied after appealing to the State Merit Employment Department. He argued military leave time should count toward continuous service while ITS claimed discretion rests with the appointing authority. The merit commission found no discrimination and said Anderson’s absences imposed burdens on the institution but his military time was treated leniently.
