Youth and Government program to spring from Hi-Y clubs

A Iowa youth project titled Youth and Government organized by the M.C.A. will launch this spring with 75 Hi-Y and 11 clubs. Students attend a pre-legislative conference at Drake University Des Moines and return for eight weeks of study to prepare bills for a model legislature at the state capitol April 21 and 22. The program, active in 24 states, aims to teach democracy by letting youths draft debate and pass bills, with early examples in New York where some laws emerged from student legislatures. It advocates compulsory courses on fundamentals of sex and marriage plus driving and speech.
