Russian and British troops pulled back from the marked dead line in north China after a tense standoff over a railroad concession. Count Waldersee mediated, a truce was declared, and Parliament noted the situation remained unsettled while diplomacy starts. The United States was hinted to offer good offices to aid a settlement.
A semi official statement from ST PETERSBURG says the Tien Tsin incident was minor but inflamed by English press and troops. It notes Russian forces will defend territory while British actions were unauthorized by London. Berlin reports Waldersee sought to avoid clash and Kaiser William aims for neutral stance. Andrew Carnegie in Southampton criticizes both sides in China.
The 11 year old May Carrie Stevens, missing for years since 1885 after being taken by Mrs Taylor, was found in Danville Indiana and returned to her mother Mrs Anna Stevens in El Paso. The mother and sister Mrs Clark reunited with the girl amid emotional scenes as an officer escorted the child home.
