A Saturday caucus aiming to merge factions with C R Morehead for mayor and a new alderman ticket collapsed amid demands for strong, independent aldermen and resistance to external dictate from Krakauer and other leaders. Dick Caples and Felix Martinez led rebels as tensions rose.
Tientsin reports the Anglo-Russian dispute remains unchanged with over forty arrests and quiet French troops as tensions rise toward possible conflict in Manchuria. London cables claim China troubles have been settled and the war cloud lifted.
General Chaffee filed an official report praising soldiers and naming twenty officers for promotion. He singles out Major Jesse M. Lee for colonel or higher due to conspicuous bravery before Pekin, and lists Majors Scriben and Mills, Captains Crozier Hutchinson Ramsay, and Lieutenants Furlong Hyer Harper Smith among others.
Consul Hay who arrived in New York from Pretoria last night left for Washington this morning to brief the state department on South Africa conditions. He recounts a shipboard accident where a large ammonia tank exploded killing three men and wounding twenty, with a later shaft break delaying the vessel and another sailor dying from injuries.
Fire breaks out at the Anheuser Busch Brewing ice house, spreading to other buildings of the brewery. Within thirty minutes the five acres are ablaze, with extensive anticipated losses and no injuries reported up to three o'clock.
A nine year old El Paso disappearance ends as the Stevens girl is found in Danville Indiana with an actress. The mother Mrs Anna Stevens had sought the child through years of grief and travel. Abductors held the girl for life claiming the mother transferred custody. The case parallels Charley Ross in mystery and public interest.
An Austin invitation asks President Mc Kinley to visit the capital during his western tour. Plans include a possible stopover to view the Texas legislature, with banking leaders and the governor signing the invitation. The president may also visit San Antonio Fort Worth Waco Dallas and El Paso on the trip.
Santa Fe New Mexico reports Governor Otero grants Tom Ketchum a respite until April 26. He signs multiple measures including Luna County, good roads, McKinley County enlargement, and a counties debt compromise bill. The council approves a coal oil inspection bill now awaiting the governor.

Austin Texas March 18 speculation swirls over the successor to the late Attorney General Smith. Acting Attorney General Robert A John emerges as the likely choice though many other prominent Texas lawyers are mentioned. The governor has not announced a decision, with a formal announcement expected soon and possibly Wednesday.
Sheriff J Roll Jones of Dallas County travels from Austin with word that the negro Andrew Norris, charged with murdering a white woman in Navarro County, is not in jail and is being kept in a secure hiding place between Austin and Dallas. The guard says Norris is kept to prevent mob violence as Corsicana’s Henderson case hints at possible capture attempts. Norris, about 11, was moved from Corsicana to Dallas to avoid crowd action.
