The Navy Department says no proceedings of the Maine court of inquiry will be published while work continues and members remain outside Havana harbor. Officials fear Spanish treachery could spark Havana crowds to attack the remaining American citizens.
Secretary Long fails to seal terms with wrecking companies delaying divers and boats. Conference resumes with hopes for contracts signed before night to dispatch professional divers and wrecking boats from Key West to Havana this evening.
