Albany February 12 delegates struggled after a lengthy banquet. President Elliott opened with 50 attendees as a rule passed creating consulates for states with under 25 residents, California counted as two states. The constitution amendment allowing professionals to join failed.
In Zanesville Ohio on February 12 the Republican League convention opened with a lively clash between Hanna and Bushnell factions. Leaders from both camps were present and committees were appointed before adjournment until tomorrow. Washington February 12 President sent to the Senate the nomination of Carroll D Wright of Massachusetts to be commissioner of labor. This is a reappointment.
Guanajuato seer Sr. Juan N Contreras predicts Mexico City shocks between the 14th and 16th. Veracruz reports tremors at 3 AM with widespread signs of seismic activity across central and southern Mexico. In El Paso, officials dispute a jail fugitive likeness published by the Tombstone Prospector. A Rogers Hair Vigor ad promotes early use to prevent baldness.
A Spanish expedition of 300 under Colonel Serres, moving in boats up the Cuanao toward Paez near Cienfuegos, sustains heavy losses after Cuban fire, with boats sunk, many killed or wounded, and a retreat ordered as reinforcement arrives.

London February 12. The Greek charge d affaires told Lord Salisbury that Greece will stop Turkish reinforcements landing on Crete, reflecting heightened tensions over the island.
February report from Constantinople states the Porte assured powers that Turkey will not send reinforcements to the vete, signaling a held stance amid ongoing negotiations.

In Vienna on February 11 Count Von Wolkenstein, brother of Austria's ambassador to France, died by his own hand in a self inflicted shooting. Local authorities report a sudden personal crisis led to the tragedy.
Reported from the other side that Miss Manuela Gavaldon of Jimenez eloped with married man Carlos Pinoche to the states. The woman, valued at $20,000, crossed safely but Pinoche was arrested at Juarez yesterday. He was released this morning and remains in town.
El Paso Lodge No 75 of the Fraternal Union of America meets tonight at the O R C Hall. Ten new members are to be installed as the order shows strong progress under deputy supreme president Frank Hollingshead.
