Governor Heyward Seeks Reform and Progress in State
The third annual message from Governor Heyward reviews finances with a surplus last year, urges educational expansion, National Guard adequacy, and support for the State Hospital for the Insane. It calls for land dispute settlement with the Indians, improved river navigation, swamp drainage, fish and oyster protection, and the establishment of a reformatory and industrial school with support from the South Carolina Federation of Women's Clubs.
