A chaotic manifesto blames a collapsed regime for misusing foreign loan proceeds and starving soldiers. It alleges the treasury hoarded funds, ordered gold payments, and directed savings banks to liquidate assets while public schools and roads suffer. The text accuses the government of incompetence and imminent dangers amid social unrest.
The board of visitors held its teetime and disposed of routine matters mainly through reading reports. Governor Heyward was absent and Senator Latimer proposed a Senate bill to fund federal buildings in Anderson Chester and Greenwood with 875000, not changing the status of the new district bill. Fairfield county voted three to two for the dispensary under the price act, making it the second county to approve. The 129th annual A F M grand lodge met in Charleston with 200 to 300 delegates and 182 lodges represented. A six year old girl Matilda Carr died after a night of illness, coroner’s inquest found no foul play. Commissions were issued to Greenwood Savings and Trust Company and Cold Point Granite Company with specified corporators and capitalization.
