Telegraphic dispatches from Chattanooga describe strong Confederate defenses and limited supplies on the riverboat operation. In Indiana and nearby towns, Union candidates gain ground as returns show Republicans likely carrying most counties and the General Assembly leaning Union.
Washington dispatches recount Pleasanton Buford and Kilpatrick leading Union cavalry across the Rappahannock and into Culpepper. They clash with Stuart’s forces, take 104 prisoners and 3 guns, burn bridges, and push toward the Rapidan. Gen. Custer is slightly wounded. 6,000 Confederate cavalry said to have been reviewed at Culpepper.
Refugees from the Confederate conscription stream into Blunt's forces in large numbers. Reports describe their sufferings as indescribable. Over 100 Union men have been shot and hung at Fort Smith since the war began. Supply trains run regularly from Fort Smith to Fort Blunt as Fort Smith serves as winter campaign HQ.
Gen Steele arrives at Brownsville with Confederate forces estimated at seventeen thousand and thirty to fifty cannon. Kirby Smith heads to Red River leaving Pearce in command. Marmaduke wounded at Cayou Meteor. Reports from Portrnss and New York describe naval movements and Union setbacks across Georgia, South Carolina, and Virginia with ships and transports noted.
The 1863 proclamation declares the writ suspended in all U S cases amid rebellion and invasion. It commands civil and military officers to enforce the suspension, calling on citizens to act in accordance with the Constitution and federal law. Signed by President Abraham Lincoln with Secretary Va H Seward.
Fire swept a brick building occupied by Shenive and Co. and the Katangan Bank in La Crosse this morning. The blaze caused substantial losses and the exact figures were not immediately clear.
