The Evening Post reports ongoing rioting with Mayor Opdyke warning to desist and promises to enforce laws. Cavalry, naval yard workers, and National Guard deployed as fires ravage two Lexington Avenue houses. Weather, prisoners, and Confederate movements are described with Charleston attack plans and Lee’s forces cited.
Circular 4 outlines exemptions for drafted men who pay 8500 under section 15 and for those who furnish acceptable substitutes. It also states substitutes cannot be drafted while in service and considers terms for those who previously served as substitutes.
