Telegraphic foreign news notes a Confederate capture of a steamer and dispatches to Mason and Slidell. It states 150 Federal prisoners took the Confederate oath amid dire conditions in France with 300,000 unemployed cotton workers facing starvation. New York reports the China arriving from Liverpool with unsettled market and blockade rumors.
An attempt by abolition advocates to honor Beaute Butler in New York via the Chamber of Commerce was blocked after protests by several merchants against using the chamber for such purposes. Some former allies still show him respect despite the setback.

The Southern papers report the death of Gen. TR R Cobb of Georgia brother of Howell Cobb former Secretary of the Treasury. Cobb was killed at Fredericksburg VA and was a noted lawyer and public figure in Athens serving as a Presbyterian elder and active community benefactor including the Lucy Cobb Institute. The New York Observer notes Cobb and other Presbyterian leaders as examples of Christian character amid the war.
The Memphis Bulletin reported Sunday that the steamer Grampus, near North Wolf River, was boarded by 15 rebels who seized the watchman and sleeping officers. They towed her five miles above the city, stripped her, and burned her with 3,500 bushels of coal. The crew were paroled. the captain lost a $1000 watch. Rebels 8,000 strong moved toward Holly Springs as Sherman commands the west division.
New York report from January notes dispatches from Jefferson Davis and Secretary of State to Mason and Slidell in Europe. They detail the dire straits of the Confederacy and urge relief via European interference or splitting the Union to halt the Union war effort. The dispatches arrived yesterday in a tin box ready to sink in an emergency but were seized by Union sailors.
In Trexvay New Jersey January 14 Governor Older's message declares the state government owes $400,000 and calls for continued war support for the Constitution. He warns that riotous behavior must not dampen loyalty amid policy disagreements. Both houses plan a joint session this afternoon to elect a United States Senator to fill the vacancy. The death of the late J H Thompson is noted.
News item reports a cordial public reception in Boston for the California cavalry despite bad weather. A naval affairs committee in Washington opened an inquiry into linking naval and military stations from Fort Monroe to New Orleans by submerged cables. Cyrus H. Field presents an offer from Floss Filnott Co. of London to finance and install the cable network at no cost unless the project succeeds. Congress is expected to act promptly.
January record from Potomac and health notes report no Southern papers today. Medical Director's Office returns show remarkable exemption from sickness among troops this season of the year.
Gen Kirby Smith arrives in Richmond with staff after Western detachments on the move toward North Carolina as 150 Yankee prisoners take the oath and 4,000 more head to Richmond. The Senate Judiciary committee revises the Emancipation Aid Bill to 20 million dollars with a July 4 1878 extinction target and slave compensation totals 3 100.
Stearns reports a joint resolution authorizing up to 56 million dollars in United States notes on demand to fund public service needs. The notes would be noninterest bearing and legal tender, deducted from any other pending bills. Lovejoy proposed 100 million notes. amendment approved and the resolution passed. The House also moved on contempt and war policy debates as Vallandigham argued against continued fighting.

The Senate hears an Interior Department request for 50 000 dollars for Utah Indians and receives credentials for Thomas H. Hicks. Finance for Sioux lands and Minnesota reimbursement rules are debated. committee on claims reorganization advances amid votes. Senate adjourned.
The Dunvagur Democrat Herald publishes its annual prospectus 1863 praising constitutional defense and opposition to what it calls tyranny. It accuses the Lincoln administration of usurping power, violating rights, and cruelty, urging the administration to die or the nation.
