A grand demonstration gathers 20 000 voters in Council to back a mass peace convention. Speeches by Mew Blewry Ciny Dene Mae Fol Be Mane coombe and 4 unity Maho by waa oilers highlight the event in Northern Towa.
A large 1860s style mass meeting in Dubuque drew thousands from the state and beyond to Washington Square and Jackson Square. Speakers including Duncombe and Mahony attacked Lincoln policies, pressed for peace, and argued for states rights and constitutional limits on federal power. The crowd, marching bands, and decorations showed a fervent political mood and calls for an immediate cessation of hostilities.
The Chicago and Galena Railroad agrees to carry passengers to and from the convention at half fare. Dusbuque and Freeport areas report special pricing while Illinois Central reportedly refuses to reduce rates, prompting public criticism of perceived meanness and warnings of future consequences.

Union casualties: 11 officers and 132 men killed. 41 officers and 78 men wounded. 99 officers and 2843 missing. Warren reconnoitered toward Petersburg. enemy retired and Union lines advanced near the city, with deserters indicating Lee aims to retake the region.
