The Provost and senior fellows of Trinity College Dublin offer premiums of ten guineas each for merit in Latin and English verse and prose. Students must submit compositions with sealed billets bearing their names to the senior lecturer by October 21, 1809.
Dispatches describe renewed Austrian foe concerns and whispered battles while Russia and Sweden peace terms keep British ships from Swedish ports. Reports from Corunna and Badajoz outline movements of Romana and Wellinpton amid Dutch sail and Walcheren hardships.
London newspapers speculate on a ministerial reshuffle. Lords Grevinis and Grey refuse to join without their allies, insisting the monarch must enlist the entire confederacy. The passage criticizes this aristocratic coordination and its timing.

Disorder grows around Littleton and Thurles as attacks on Lyster’s inn and on J R Bradshaw’s house occur, a gun misfires allowing escape. A man wounded is later suspected to have fled. In Enniscorthy, Henry Gill kills himself in a fit of insanity using a musket to his ear.
The Lord Lieutenant of Ireland, His Grace the Duke of Richmond, arrived in Tralee from Killarney with a reception at the Castle. The Recorder Hon. Justice Day delivered an address by the Provost, Burgesses and Freemen, praising the Duke's constitutional measures and announcing a plan for barracks to ensure peace and order in the county. The Corporation asks to enroll the Duke among its Freemen.
The Provost Burgenes and Freemen welcome the Lord Lieutenant’s reception of the Viceroy. The Lord Lieutenant’s message praises law and order after unrest and thanks the Freemen for including His Grace among them. His Grace reviews Yeomanry brigades and dines at Castle with Judge Day, then proceeds to Ardfert Abbey and Newcastle.
In Belfast on Wednesday the public gathered to praise God for the sovereign’s long life. A dinner at the Donegal Arms with a Ladies ball was planned and bonfires with fireworks were to light the streets. A fatal fall at Stillorgan gate followed by a hospital death was reported from the prior Sunday night incident.
