A 120-foot water tower behind Amboy Specialty Foods in Dixon toppled as crews dismantled it. Power outages affected about 1,500 Commonwealth Edison customers in northwest Dixon and Prairieville for just over 30 minutes. No injuries reported.
Republican State Sen. Calvin Schuneman of Prophetstown and Democrat Pennie Von Bergen-Wessels of Rock Falls debate the next Illinois budget and prioritizing funding for education. Both want to boost education, with Schuneman proposing more state local funding and future legislation. Von Bergen-Wessels argues for cuts elsewhere and doubt about Schuneman’s responsiveness. They also clash over jobs and rural prosperity, with Schuneman seeking incentives for rural companies and Von Bergen-Wessels criticizing his insurance bills as insurers’ concerns. Von Bergen-Wessels is Whiteside County Board member and attorney. Schuneman has served in the Senate since 1981.
Loveland trustees confirm plans to build an elevator at Loveland Community House and will file a petition in court Friday at 9 30 a m seeking approval. The project includes a grade level entrance and a bridge to the sunken courtyard, giving access to all three floors and the third floor museum. Local residents spoke at a Oct 19 meeting, while Mayor James Dixon said the city will not oppose or block any action and will not intervene unless pursued. Preservation Committee member Rev William Swarbrick declined comment on options.
West German Chancellor Helmut Kohl claimed Soviet officials would release by year end all persons regarded as political prisoners in exchange for Bonn's backing of a Moscow human rights conference. Soviet spokesman declined to confirm. Estimates differ on how many qualify, from under a dozen to about 400.
Woodstock police issued nationwide posters for Northern Illinois University student Richard Church alias Ronnie Quinlan, sought after an Aug. 21 attack that killed Raymond Ritter and Ruth Ann Ritter and seriously injured their children Colleen and Matthew. A prior sighting occurred in Wisconsin Dells, with a second in Los Angeles where he spoke briefly with a store manager.
