Budget office denies blocking export subsidy program
Washington UPI budget officials say they fully support using the Export Enhancement Program to counter subsidies by U.S. rivals. Robert Grady of OMB says the agency never intended to end or suspend the EEP and did not push any agency to halt operations. Congress questions whether EEP offers were effectively suspended amid a February to May debate, including a May 2 subsidized wheat sale to the Soviet Union.

Reserve Program Still Open
Producers have two more sign up periods for the Conservation Reserve Program. The ninth sign up runs July 17 through August 4, 1989, with the tenth in February or March 1990. Eligible cropland includes highly erodible land, cropped wetlands, filter strips, and scour erosion areas. Landowners bid annual payments to convert land to permanent vegetative cover for ten years. Leasing for hunting or recreation allowed if permanent cover remains intact. For details contact local SCS or Cooperative Extension offices.

Soybean checkoff amended by House Agriculture subcommittee
A House Agriculture subcommittee approved a bill to create a soybean checkoff program after revising it to avoid conflicts with U.S. trade negotiations. It would raise about 60 million dollars yearly for promotion and research, require a vote every five years, and allow refunds until a referendum. The American Soybean Association says a checkoff is needed to counter foreign marketing, while the panel renamed market access language to market development activities.
