Storms Sweep Northern Illinois as Power Outages Hit Several Towns
Thunderstorms moved across northern Illinois, bringing drought relief and high winds. A second wave caused outages across Oregon Byron Rochelle Davis Junction and surrounding areas with up to 200 without power at one point. A tornado warning was issued near Kankakee and microburst damage occurred at Northern Illinois University. In Woodridge a family was injured by lightning while two adults remained in critical condition.

NATO to present Bush force reduction proposals in Europe
Secretary of State James Baker said NATO will present specifics of President Bush's conventional force reduction plan to the Soviet Union this Thursday. The package calls for caps of 5700 combat aircraft and 1900 helicopters per side and cuts in Europe to 275,000 ground and air troops, 20,000 tanks, 20,000 troop carriers, and artillery between 16,500 and 24,000. The move, two months ahead of the Sept. 7 target, aims to bridge East West tensions as Bush tours Poland and Hungary to ease the Cold War rift.
