In Chicago, Alicia Abraham and Johnny Campbell received life imprisonment without parole for the mistreatment and the death of Abraham’s 4-year-old son Lattie McGee and abuse of his brother Cornelius, ages 8. Ryan plans a dollar a car tax to curb theft in Illinois
Lt. Gov. George Ryan proposes a one dollar per car insurance levy to fund anti theft efforts. The tax would be paid by insurers and likely passed to consumers, aiming to raise 9 to 11 million dollars annually for education and to support police, prosecutors, and community groups with an oversight board. Illinois had about 70,000 cars stolen in 1988, ranking fifth nationally, with Michigan's similar program cited for an 11 percent drop in auto thefts.
