A Grand River unloading incident ruptured an Exxon barge spilling up to 400,000 gallons of waste oil. Lt. Ronnie Jones said about 90 percent water with 10 percent oil and alcohol will dissipate, with booms deployed and cleanup crews from New Orleans en route.
