Paris, Aug. 21 United Press dispatches report French troops driving toward Noyon and securing the south bank of the Oise and Ailette rivers as far west as Pont Saint Paul. The French push remains strongest opposite Coucy de Chateau with methodical advances toward Guy, while progress between Metz and Soissons slows.
The House defeated the Madison amendment to the manpower bill 140 to 128. It would remove the general exemption for government employees risking war-bureau disorganization. The vote reflected pressure from the War Department and officials to avoid slowing war programs.

Three marines died and one was wounded in a clash with bandits in San Domingo. The Marine Corps announced on August 24 that the incident occurred the previous day, August 23.
An airplane en route from Indianapolis to St. Louis crashed near here today, instantly killing Major Reane. The machine was completely wrecked.
In the early hours of yesterday morning Germin motorboats attempted an engagement near the Duankirk neighborhood but were driven off. One boat reportedly destroyed with no British casualties. Official lists show officers at 14337 for the week, totaling 6370. Keiserin Auguste Victoria is reported to suffer heart trouble worsened by nervous strain per Wilhelmische doctors.
W. B. Holliday of Iowa was engaged as county secretary at a meeting yesterday, marking the first in state organization of its kind.
Lee county forms the states first county wide YMCA plan with W. O. Holliday named secretary to move to Amboy. The effort aims to raise about 2000 for two years and use homes churches and schools as meeting places for boys across towns and rural areas.
