Beaverhead water from above Beaverhead canal would power a 150 hp turbine and pump to raise water to a hilltop reservoir. The system would supply city mains with 35 psi pressure and 65 ft jet height. Cowan proposes hydrants and three arc lights at $10 monthly each, and a bond if franchises are granted. City council informal vote favored the plan but debated funding within charter limits.
