In 1921 posters were placed on every billboard to publicize veterans benefits, with widespread newspaper notices guiding each veteran to reporting sites for compensation and training. Vernon then mobilized 20,000 business leaders to place veterans in jobs, prompting a strong merchant response and aiding vocational students’ placement.
