Montana Senate Contest Calm With No Quorum Expected
The February 7 1890 issue notes a Montana senate contest with a fifteenth inst date for consideration. Both parties expect seating but no action while no senate quorum exists. The Montana supreme court decision on state certificates weighs but partisan views dismiss it. The Republican house is legal yet no legislation can pass, leaving the session largely inactive.

Protective Tariff Versus Monopoly Debate in Free Trade
The piece argues that protectionism does not cause price-raising monopolies and that price manipulation by combines exists with or without tariffs. It notes historic examples in Britain with tin plates and cites Standard Oil Coffee Corner as cases where tariffs do not drive profiteering. It concludes that price manipulation comes from foreign and domestic capital, not tariff policy.
