Montana budget woes threaten postwar plans, Immel warns
Ernest Immel argues Montana faces a shrinking general fund with deficits deepening toward the 1955 legislative session. He cites seven years of shrinking surpluses from 14.7 million in 1948 to 5.4 million in 1953, noting that highways and universities rely on special levies. He recalls wartime and postwar finance shifts under Ford, Bonner, and other governors, and highlights concerns over spendthrift use of surpluses, state warrants, and evolving tax policies affecting the general fund.
