Officials plan to publish lists of taxpayers to encourage voluntary compliance and obtain tips on those who did not pay taxes. About 30 percent of filers were below the tax threshold due to deductions. The law requires publishing all who filed returns, regardless of payment, and a nationwide roundup of slackers is expected.
