Mayor's Message on Water Works Progress and Costs
The mayor reports on city water works costs and progress from bond issuance in 1903 to the incomplete system by December. He notes bids, contracts, and extra expenses, with totals near 72 000 dollars and an expected final around 75 000 dollars. He discusses water rights, condemnations, head works, and financing via warrants to cover remaining payments. The town anticipates revenue from rentals to cover operating costs and interest, while urging fiscal restraint until the system is running.
