Governor Norris urges conservation laws and power rights
The governor transmits four bills on forest and mineral conservation and water power. He seeks exchange of unsurveyed timber lands in western Montana, stronger forest fire laws, transfer of forest land duties to the state land office, and comprehensive water power legislation with state and federal cooperation. He urges congressional surrender of control over waters and power sites, contingent on robust state regulation. The accompanying conservation commission report is included.
