During the 1909 session a pure seed law aimed to improve seeds but lacked strong standards. By 1913 amendments allowed field inspections and seed bin checks, enabling seed plots to be graded as improved or pedigreed. The North Dakota Seed Growers Association formed with three member classes and rapid growth, though show scoring was delayed by crowd size.
