Hutt praises incineration and a Bay County plant as solutions for Walton County waste. He notes Sumner County’s incinerator produced under a ton of ash in four years for a population of 80,000 and says landfill lining is not required for ash. He calls ash inert and urges use of the Bay plant to Walton County.
