Mitchell and Jesse Borthwick push for county guidelines to regulate docks along Old Pass Lagoon with DER and state agencies needing approvals. The group weighs financing options for a harbor master and warns homeowners, boaters, and tourists could share costs as 300 plus marina slips may be developed in Destin Harbor. Kriegel’s office notes a wastewater effluent request to Old Pass Lagoon was deemed unfeasible.
