Theodore Marburg Jr son of a former England ambassador had sought reentry into the British Royal Air Force but the Bureau of Citizenship in Washington denied the request though he admitted serving in a foreign army before planning to return. In other circuit realignments Justice Clarke was assigned to the Illinois Indiana Wisconsin district succeeding Justice Reynolds who moved to the Fifth Circuit.
Personal John W. Siser fifty nine and head of the Phoenix Horseshoe company died in Chicago. Nicholas E. Young former National League president died in Washington after treasury service. Mary Fairbanks eighty seven mother of Charles W. Fairbanks died suddenly in Indianapolis. Charles Tate Russell known as Pastor Russell independent minister died on a Santa Fe train near Canadian Texas from heart disease. Russell born February 16 1852 in Pittsburgh.
Four men from the Nogales Hardware company were arrested at Nogales Arizona for alleged violations of the United States neutrality law. Authorities charged them with illegal actions during the Mexican War news period.
In London the foreign premier Asquith stated in the house of commons that British civilians killed or died of wounds or shock total 580, drowned 8 014, injured 1 693. The general office of the American Sheet and Tinplate Company of US Steel awarded Thompson Starrett Company of Chicago a $1,000,000 contract to erect 216 houses in Gary. Officials and recalled tin mill operatives will reside in the new homes, the finest in the city.
Governor Ralston grants remission of fine for William Maynard Weiss who served term at the state farm from Lake county starting February 8 1916. Weiss had paid eighty days on his $150 fine and costs and now his health is failing according to parole papers.

An escaped insane patient leapt forty feet from a hospital roof in Richmond, injuring himself. Police and hospital staff cordoned off the area as authorities investigated the escape and the incident raised concerns about security and patient supervision.
