State Department official reports the Philippine commission should stay inactive for now as military action against insurgents intensifies. He says further chastisement seems likely before peace commissioners renew efforts to disarm and win Filipino submission to American control.
The insular commission at Washington led by Judge Curtis General Kennedys and Major Watkins has been drafting a Porto Rico code of laws. The plan is to apply the code on the island by the War Department until Congress enacts new laws, with U.S. criminal and civil statutes incorporated where practicable as guidance for future legislation.
George Learn and his wife, aged about 68 and 66, were killed near Thallington when a stampeding animal trampled them in a cattle yard. Laurie Learn and an unnamed assailant reportedly attacked them as the couple tried to remove a name from a still, cries drawing others to witness. The bodies were found crushed in a corner stall after the incident.
Carroll McLice, condemned for wife murder, was hanged at Alan Missouri. Just before execution, he broke from the sheriff and tried to flee, was recaptured, and hanged again before 3,000 spectators. He addressed the crowd hoping to meet them in a better world.
