Pension plunder and colored appointments spark talk of reform
Under date of May 20, a correspondent denounces Treasury pension spillover and argues the $31,750,000 year end pension appropriation is exhausted. He notes weekly pension outlays of $11,300,009 and predicts a coming pension confrontation in Congress. The piece also quips about Senate appointments, noting Lynch of Mississippi as Fifth Auditor, and Birmingham consul general Thomas H. Sherman. It mentions Blaine’s secretary, Liverpool’s consulship, and Post Office clerks briefly trimming overtime since March 4.
