The panel would organize at once and probe pension feasibility, hearing in all counties and studying systems in other states and countries.
Albert Byerly of Phoenixville and Joseph Dugan of Philadelphia were committed to Chester county prison by Squire C. H. Towell in default of 1000 bail on charges of threats to Mrs. S. A. Stevenson and shooting Wilmer Davis on Dayton Street Phoenixville after he refused to give Byerly a drink of whisky.
A marriage license was issued to Yip Lee, 48, a Chinese restaurant keeper, and Plie Whittee, a 32 year old white domestic, in Lancaster, PA. The groom's first husband died on May 22, 1912.

Witness Miss Luba Rubeheim described a man at 73 East Ninety-eighth Street grabbing seven year old Sadie Liebman and tossing her from a fifth floor window. The child died. He then allegedly snatched Samuel Liebman, five, and threw him to the yard below. both children died or were mortally injured. Police issued a general alert for the father, Liebman, who had been free on $500 bail after a nonsupport charge.

London reports official word that two British steamers, the Atlanta of Glasgow and the Fingal of Leith, were torpedoed. The Atlanta was damaged and towed to port after landing its crew on Inishturk. The Fingal sank off the Northumberland coast with several fatalities.
The trawler Baldoral from Grimsby went missing at sea on March 18 after striking a mine or torpedo. Her nine crew members are presumed dead, with search efforts continuing to determine fate.
In Bridgeport Connecticut on March 18 Mrs Helen M Angle collapsed while testifying in the Ballou murder trial. She was helped to the sheriff’s office, court adjourned until she could resume. Angle denied striking or pushing Ballou and was supported by her father as she rested. Prosecution plans little rebuttal and both sides expect jury verdict by tomorrow.
Harrisburg March 18 A bill to divide Pennsylvania 67 counties into eight population based classes for legislative purposes was introduced by Mr Mc Vicar Allegheny. Class ranges go from over 1.5 million to under 25 thousand with class boundaries tied to census figures and acts to take effect when the legislature adjourns.
Jacksonville March 18 state officials declared a quarantine to prevent foot and mouth disease from entering Florida. The action targets Connecticut Delaware District of Columbia Illinois Indiana Iowa Kan 588 Kentucky Maryland Massachusetts Michigan Montana New Hampshire New Jersey New York Ohio Pennsylvania Rhode Island Virginia Washington Wisconsin to secure livestock health.
Washington March 18 President Wilson appeared at the executive offices wearing a sprig of shamrock and a green necktie. The shamrock was presented by Miss Sue Marlon of Jersey City. Each of the supreme court justices also wore a sprig of shamrock and ensured it showed from beneath their gowns.
