Vladimir Chavrid, Labor Department economist, spoke at Moscow's American Exhibition in Sokolniki Park. He explained U.S. economic and social conditions to Russian audiences, faced hecklers, and saw crowds side with him. Born 1912 in Minsk, he came to the United States in 1927 and has earned multiple honors from government agencies including a commendation from Vice President Nixon.

A breaking and entering and larceny at Fleming’s Esso Station in Hillsboro was under investigation March 10 at 2 a.m., with cigarettes and cash stolen. An accident on Route 313 one mile north of Henderson occurred March 14 at 4:30 p.m. involving Finley E. McFarland of Marydel and Bettie Turner of Preston with no injuries. Vehicle one’s operator was charged with failing to signal. vehicle two’s operator with improper passing.

The Board of Education and the County Commissioners met in joint session on Tuesday March 8 to discuss the 1960 61 school budget and bond money requests for the remainder of the current building program. Bond requests total 885 877 00 with 875 000 00 available from 1957 act. The board seeks 856 795 00 for South School plus 12 000 for Federalsburg renovations and 14 082 for Preston. Bond sale costs about 3 000. An extra 10 000 is asked to add a room at Federalsburg Elementary. Enrollment demands a six teacher school. Plans for South School progress with contract hoped by May. The budget includes a teachers salary scale rising to 3800 5700 in 11 steps, with local money reducing steps from 17 to 11. County sources rise only 935 over last year after adjustments. Debt service requires 256 974 from county plus 68 700 state aid totaling 325 674 for 1960 61, peak year, then declines in subsequent years. County commissioners president Hignatt says a decision will be reached soon.

The Sherman Phillips Memorial Skeet matches will be staged at Tri-State Sportsman's Club Salisbury on Saturday and Sunday March 19 and 20 1960. Sponsored by Talbot Rod and Gun Club Eas ton the event draws skeet shooters from several states to contest for marksman honors in Maryland. More than 200 invitations were issued with top shooters Ed Calhoun and other noted marksmen expected to attend. The program begins 10:30 a.m. each day and the public is invited.

Peggy Ringgold a senior at North Caroline High School won first place in the Church of the Brethren Mardela District speech contest. Finals were at Ridgely Church of the Brethren Sunday night. Ringgold, president of Ridgely Youth Fellowship, will represent the district at the Southeastern Regional finals in Bridgewater Virginia on April 23, with the regional winner advancing to the June Conference. Carl Hamilton Iowa editor spoke to about a thousand Choptank Electric Cooperative members at the annual meeting. He urged applying REA experience to national problems in education farming and aid to underdeveloped countries, and stressed conservation and planning. The coop serves 12,807 members over 2935 miles, purchasing all power mainly from Eastern Shore Public Service. In 1959 it bought 51,612,630 kWh for $654,329.64, with $7.9 million borrowed for facilities and 22 percent equity. Directors and officers were reelected.

Magistrate W A Stewart Wright sentenced John Hamilton to 21 days in jail for larceny of money beer and cigars from Caroline Memorial Post Veterans of Foreign Wars. The Nov 5 1959 break in led to charges against Harry Griffin who awaits Delware sentencing. Joseph Claggett received a suspended $50 fine with $5 weekly support. Robert Shaner waived extradition on false pretenses in Clarion County Pennsylvania. Sheriff Eugene Daugherty transferred the prisoner.
