Save the quail and spare the farmer’s fields

It condemns wasteful road-building by governments, praises road benefits, and urges fiscal prudence, especially in the Boulevard Bill and Caroline mileage. It also recalls Hoover’s 22nd special session and early Congress history. It stresses teaching thrift to children as a balanced virtue, not penny-pinching, to foster a thrifty, prosperous youth without miserliness.
