Executive proclamation suspends Maryland election laws to allow mail voting for qualified voters serving in the United States armed forces. The order cites wartime conditions and authorizes absentee voting in general, primary, and special elections across Baltimore City and the state, with implementation guided by Chapter 78 Acts of 1918.
