Forest Service pulp and paper capacity and policy
The Forest Service estimates that 23 million acres in the national forest system can perpetually supply 1.5 million cords of pulpwood yearly, yielding about 1 million tons of newsprint, or over a quarter of US consumption. Development is limited to match annual timber growth, prompting nearby mills and sawmills. Southeastern Alaska offers water power and mild climate for mill operation. War will no longer be a legitimate tool for national interests under the Kellogg treaty, a landmark in international law ratified by most signatories.
