Delaware State Reporter Promotes Public Credit and Road Plan
In Dover January 27 1855 the Delaware State Reporter publishes a persuasive appeal by M Harrington president of the Delaware Railroad advocating a state subscription of stock to finish the Delaware Railroad. The letter argues the project will pay via rents sinking fund and leases and denies that it sets a dangerous precedent while detailing financial mechanics and duties for lawmakers.
