Surplus complicates Delaware County budget process

A $2.2 million surplus in Delaware County's 1978 budget is complicating the 1979 process. County Budget Director Matthew Hayes cites a hiring freeze and an arbitration award as causes, while Council member William Spingler argues the surplus shows no need for the 1978 tax increase or the 1979 proposal. The county already raised 2.5 mills in 1978 to fund a $62.3 million budget, with potential cutbacks to avoid new taxes.

Haabestad said the county will get a fair share of jobs, not necessarily cabinet posts, due to its strong GOP vote and large delegation. Names floated include Faith Whittlesey and others, with discussions lingering on cabinet posts and welfare leadership but without firm selections.
